When Smart Search returns nothing, verify spelling, clear filters or cache, and try a courthouse self-service terminal. Paper files remain in the county where they are kept.
Official Background Checks in North Carolina
The SBI Right to Review is the official way for a person to inspect their own fingerprint-supported North Carolina criminal history. The applicant gets prints from a local law-enforcement agency, proves identity during fingerprinting, completes the form, and mails the package. There is no general-public SBI name-search portal. SBI says to allow up to 20 business days, and it returns the result by postal mail.
A certified statewide search from a North Carolina clerk is a different product. It searches public state court records by name and costs $25. It is not a fingerprint rap sheet. The FBI Identity History Summary is a third option for a person's own nationwide fingerprint history. These products should not be treated as interchangeable.

A dismissal is not a conviction, but it does not automatically erase each related Northampton County criminal record. Expunction is the formal relief route for eligible cases.

Three Jefferson Street offices hold different parts of the local record. The new Northampton County Courthouse opened May 28, 2024, at 128 East Jefferson Street. North Carolina Public Access Laws
The North Carolina Public Records Law, Chapter 132, starts with broad public access but contains major criminal-record limits. A custodian generally must allow inspection at reasonable times and provide copies as promptly as possible. The office normally cannot demand a requester's purpose. Ordinary uncertified copy charges are limited to actual reproduction cost, though extraordinary staff or technical work may support a special actual-cost charge.
Criminal investigation and intelligence files are not ordinary public records. Official SBI county rates moved in different directions from 2023 to 2024. The total index-crime rate rose from 3,101.7 to 3,184.2 per 100,000. The violent-crime rate fell from 709.6 to 538.1, while the property-crime rate rose from 2,392.1 to 2,646.1. That is about a 2.7% total increase, a 24.2% violent-rate decrease, and a 10.6% property-rate increase.
These are reported countywide rates, not an individual's criminal history and not proof of risk at a home or street. SBI cautions that annual statistics depend on agency reporting completeness and timing. They provide scale for Northampton County record research, but a case question still requires the clerk, sheriff, or other record owner.

Official 2024 population estimates rank Gaston, Garysburg, and Rich Square as Northampton County's three largest incorporated towns. A town police report can remain with the local department, while booking goes to county custody and the case goes to the unified state courts in Jackson. None of the three has a separate municipal criminal court or local case portal.
